Research Note What is it Like to be Looked After by a Local Authority?

Summary

This article describes a user survey undertaken with young people looked after by a London authority. The survey was the initial stage in a quality assurance initiative to improve the quality of the service. The authority decided to ask the young people about the care they were receiving and to use their feedback to check how far it was meeting the requirements and standards of the Children Act and the relevant regulations and guidance. The approach taken and the main findings are described below.

The context for this study was a typical London borough with a multi-ethnic group of young people looked after by the authority, who were placed in a range of settings but mainly foster care. A significant proportion were placed with private agency foster carers outside the borough.
