Summary

The authors examine recent trends in labour markets and employment experience, which have altered significantly the socio-economic characteristics of social work clients. They argue that these changes have reduced the relevance of proposals for the increased use of pricing and the introduction of vouchers in the provision of personal social services. The needs of clients are unlikely to be met by a further concentration of analytical attention on such largely unworkable proposals.
