Child Abuse: Risks and Resources
Brian Corby has been a Lecturer in Applied Social Studies at Liverpool University since 1978. Before that he worked as a senior social worker for Liverpool Social Services Department.
Chris Mills has worked as a probation officer and as a researcher, before joining the sub-department of Social Work Studies at Liverpool University in 1984 as a lecturer. He is particularly interested in evaluation research and has conducted studies into homelessness and provision for the under-fives

Summary
This article is based on observation of 55 child abuse case conferences held in one metropolitan borough between 1981 and 1984. In the past criticism of such conferences has focussed on issues such as inter-departmental rivalry and group dynamics. However, the focus of this study was on the rationality of the decision-making process.
It was found that were few explicit criteria used for making decision. In particular the role of the central child abuse register was found to confuse the situation. Suggestions for improvements are put forward with paticular emphains on the risk factors involved in individual cases and the need to ensure that resources appropriate to the degree of estimated risk are made available.
