Residential Programmes for Children and Youth: An Exercise in Re-framing

Frank Ainsworth is Head of the School of Social Work, Phillip Institute of Technology, Bundoora, Victoria 3083, Australia. He is well known internationally for his writings on residential practice, especially in the area of child and youth care.

Summary

The key functions of residential programmes for children and youth irrespective of their location in the health care, education, social welfare or criminal justice system are identified in this paper. The issues of mandate for and status of those services is addressed. Finally, a series of propositions are offered which seek to show how those factors influence the social position and public credibility accorded to those important components of the group care field.
